Frank Eng Consulting 

Frank Eng is a senior information technology and systems consultant. As a bilingual senior leader with over 32 years of strategic management, technical and leadership experience in the healthcare, financial, public safety, and government sectors. He has a proven ability to consistently develop and deliver customer focused information systems solutions resulting in increased customer satisfaction. Frank is excited to serve on the Board of the HKCBA Ottawa and looks forward to working with and getting to know its members.

Jessica is a Senior Manager with Welch LLP. She has had 10 years of experience in providing accounting and assurance services to clients primarily in the not-for-profit sector. She also has extensive experience with federal government departments and agencies auditing various Contribution Agreements in the role as Project Manager. Currently, Jessica is a member of the Welch LLP Tax Group, providing indirect tax and payroll tax advice to clients in various industries. 

Kimberley Barclay is currently a Strategic Change Consultant at Deloitte Canada. In this capacity, she focuses on enabling transformations to drive sustainable change.

Prior to joining Deloitte, Kimberley was a Relationship Manager at the Telfer School of Management, University of Ottawa. Passionate about bringing students and the external community together to create valuable experiential learning, Kimberley taught Digital Marketing and travelled to Hong Kong to connect students to opportunities in Asia. Kimberley also served as an Instructor of English Language and Culture at Joongbu University in Daejeon, South Korea. 

Kimberley is fluent in French and English. She holds a degree in Political Science and International Development Studies from the University of King’s College (Dalhousie University) and a Maîtrise en administration des affaires (M.B.A.) from the University of Ottawa. 

Chief Executive Director, Hong Kong Corporate Services Group 

Callan hails from the United Kingdom, having grown up in Edinburgh, Scotland, where he was involved in business consulting at the Edinburgh Chamber of Commerce. Callan has also been Chairman of several non-governmental charitable entities and served as General Manager of a United Nations infrastructure company during the Bosnian War 1992-1995. Callan is a business specialist with significant private and public-sector experience in strategic and business planning, human resource management, and corporate services.

With over 25 years of experience in management and consulting, Callan has assisted firms from Australia, Canada, the UK, and the USA to develop a presence in Hong Kong and Mainland China. Since Callan’s first appointment in Asia in 1999, he has led many global firms to expand within the region and took up voluntary posts, including Director of the Canadian Chamber of Commerce. 

He is a Fellow of the following organizations; The Hong Kong Institute of Directors, the UK Institute of Directors, and The Royal Society of the Arts and a Member of the Australian Institute of Company Directors.

Director, Canada Hong Kong Trade Development Council 

Andrew was appointed Director, Canada at Hong Kong Trade Development Council (HKTDC) in July 1993.

HKTDC is Hong Kong’s statutory body responsible for the promotion of international trade (imports and exports) in merchandise, services and technologies, via the Hong Kong platform. The Council works through a network of more than 40 offices worldwide.

Andrew Leads the Council’s Canadian operations and the HKTDC team located in Toronto. “Team HKTDC Canada”, in close co-operation with many like-minded public and private-sector multipliers, assists Canadian companies from coast to coast in accessing and reassessing their business opportunities in Hong Kong, Mainland China and the rest of Asia through the Hong Kong platform.

Prior to his emigration from Hong Kong to Canada, Andrew held trade development and promotion posts including Assistant Manager of the Hong Kong General Chamber of Commerce, Market Officer at HKTDC headquarters, and Attaché commercial for the Government of Québec Office in Hong Kong.

Xiang Xiao is a practicing lawyer specializing in civil and commercial litigation, with a particular focus on real estate law. She is also a member of the Bar of Quebec and the Law Society of Ontario.

As a member of the HKCBA Board of Directors, she aims to enhance transatlantic economic ties and partnerships in trade and investment, and to contribute to the advancement of the Ottawa Chapter.

With her strong drive and interpersonal skills, Xiang is delighted to be a member of the HKCBA's dynamic and vibrant Board, which has demonstrated exceptional leadership in the promotion of its members' best interests.

Xiang is fluent in English, French, Mandarin and Cantonese. She is currently pursuing a Master's Degree in Public and International Affairs at the University of Ottawa.

Colin is an Ottawa-based lawyer with extensive professional and academic experience throughout Asia, particularly in Taiwan and Mainland China, in business, law and with NGOs. He obtained both civil and common law degrees from the University of Ottawa and has been a member of the Law Society of Ontario since 2020. Previously, he completed an MA in International Relations at National Taiwan University, taught entirely in Mandarin Chinese, and a BSc in Economics from the University of Victoria. His diverse experience covers both the private and non-profit sectors, in several different industries and locations such as South Korea (coordinating a team to win a supply tender for the country's largest steel manufacturer); Bangladesh (leading medical-device training for a national pharmacy chain); Moldova (supporting OSCE-led minority rights training for public sector professionals) and many others. He is fluent in English, French and Mandarin.

Hannibal El-Mohtar works in foreign investment and trade law. He has advised international clients on national security reviews under the Investment Canada Act, antitrust disputes, trade remedies, and sanctions and forced labour matters.

Hannibal is a member of the Law Society of Ontario and the New York State Bar. He holds an LL.M from Peking University and a dual Juris Doctor/Bachelor of Civil Law degree from McGill University. During his legal studies, he was Editor-in-Chief of the McGill Journal of Sustainable Development Law (MJSDL). Hannibal is an Ottawa native and speaks French and Mandarin Chinese.

Jessie currently works at Business Development Bank of Canada, the only Canadian bank devoted exclusively to entrepreneurs, her role involves financing and advisory services, where she passionately supports Canadian businesses. In addition to her core responsibilities, Jessie serves as a Sales Enablement Champion, an Employee Engagement Lead, and a Brand Ambassador.

Jessie brings over 15 years’ experience in international business development and partnership, project management and stakeholder engagement. Her expertise spans diverse industries, including financial services, pharmaceuticals, supply chain solutions, international trade, consulting, and education. 

Beyond her corporate roles, Jessie is a teacher, a Certified Integral and Resilience Coach. She teaches business subjects at the School of Business at Algonquin College, also teaches Mandarin Chinese language and culture to professionals including Foreign Service Officers at Global Affairs of Canada.

Jessie’s passion lies in building relationships, facilitating growth, and bridging cultures. Her dynamic perspective is rooted in her rich experience across various industries and geographies. Some of her notable accomplishments include initiating and organizing an entrepreneurship training trip to Shanghai for MBA students from University of Ottawa; leading cross-functional global teams for successful launches of medical devices in Singapore, South Korea, and Greater China; establishing a regional headquarters in Hong Kong, and implementing supply chain consolidation projects from Asia to Europe and the U.S. These achievements underscore her proficiency in strategic initiatives and capacity to deliver impactful results.

Jessie is fluent in English, Mandarin, Cantonese, and Shanghainese, she holds a Master of Business Administration (MBA) from University of Ottawa and Bachelor of Business Administration from City University of Hong Kong. She was selected for the Asian Management Accelerator Program delivered by McKinsey & Company.

Jing (Catherine) Ou is a civil and commercial litigation and arbitration lawyer practicing law in English, French, Mandarin and Cantonese in Canada with persistent enthusiasm to help individuals and companies of different jurisdictions to achieve their goals.  She is also a certified arbitrator.

Catherine represents clients in contentious proceedings involving real estate, construction and private international law, among others.

Hong Kong culture has been part of her life since she was a child. She visited Hong Kong for numerous piano competitions, worked at Hong Kong Department of Justice as a summer intern, and keeps up with the Hong Kong legal environment through participating in the arbitration events held in Hong Kong.

Catherine is excited to serve on the Board of HKCBA Ottawa. As a board member, she is eager to leverage her legal expertise and problem-solving abilities to enhance HKCBA's initiatives, expand our network, and support our members in achieving their business goals.

 Frank Chen is a Senior Relationship Manager at RBC, with a primary focus on businesses in the supply chain industry, while also supporting clients across a range of other sectors. He works closely with mid-market companies to understand their operations, identify growth opportunities, and deliver customized financing and advisory solutions. With deep experience in relationship management, credit structuring, and risk assessment, Frank helps clients navigate complex business challenges while building long-term strategic partnerships. 

Before joining RBC, Frank served as Business Development Manager at McInnes Cooper, a Canadian business law firm ranked among the top 25 largest firms in the country. In this role, he led business development strategy in Asian market and worked closely with legal teams to expand the firm’s commercial client base and strengthen its presence in the Atlantic Canada. 

Prior to that, Frank held Senior Executive Positions—including General Manager, Vice President and CEO — at South China Hotel Management Co., one of the premier hotel investment and management group in China. In this capacity, he oversaw group-level strategy, operations, and corporate development across multiple regions (7 provinces), leading cross-functional teams and driving business growth in a competitive hospitality market. 

Frank is actively engaged in the business community. He previously served as a Board Director of the Greater Charlottetown Area Chamber of Commerce, Steering Committee Member of PEI Connectors, and as an Advisory Committee Member of the Canada China Business Council (Atlantic Chapter), contributing to cross-border business dialogue and economic collaboration. 

Sandra Yuk-Sim Wu is a senior executive and board director with more than 15 years of leadership experience across healthcare, academic medicine, postsecondary education, and community-serving organizations in Canada. She is recognized for advancing people strategy, organizational culture, and enterprise growth in complex, highly regulated, and unionized environments.

Sandra currently serves as Department Chair of Finance, Accounting and Legal Studies at Algonquin College. Her work focuses on workforce planning, talent development, equity, diversity, and inclusion, accreditation compliance, and aligning academic programming with evolving labour market and community needs.

Previously, Sandra was Executive Director and CAO for the Department of Medicine at The Ottawa Hospital, one of Canada’s largest academic medical departments. In this role, she led people, operations, governance, finance, and strategy for a multidisciplinary workforce of physicians, learners, staff, and volunteers, with accountability for a $40M operating budget. Her career also includes senior leadership roles at Accreditation Canada, the Canadian Pharmacists Association, and the Canadian Red Cross, supporting national healthcare standards, enterprise transformation, and international disaster response.

Sandra is an active board director with the HKCBA and serves as Canadian Delegation Leader for the Asia Summit on Global Health with the Hong Kong Trade Development Council. She brings deep expertise in governance, partnerships, population-health–aligned strategy, and cross-sector collaboration.

She holds an MBA, PMP designation, and executive education from MIT Sloan, and is fluent in English and Chinese.

Eason Hong is a member of the Student Executive Committee of the Hong
Kong–Canada Business Association (HKCBA) and a student leader at the University
of Ottawa with experience in media, organizational leadership, and cross-cultural
engagement. He currently serves as President of the Telfer Chinese Students’
Association and Media Director of I.T.I.S–uOttawa, where he leads media strategy,
branding initiatives, and event communications for student and community-facing
programs.
He is pursuing a Bachelor’s degree in World Languages and Cultures, with a minor
in Management, combining academic training in intercultural communication with
practical exposure to organizational operations and leadership.
Previously, Eason held a leadership role within a provincial-level youth sports
association in Guangzhou, contributing to organizational coordination and
administrative management. His experience spans student governance, media
production, event promotion, and cross-cultural collaboration across academic and
community settings.
Eason is fluent in Mandarin, Cantonese, English, and Japanese, and is particularly
interested in business communication, community engagement, and fostering
connections between students, professionals, and organizations in Ottawa.

H. L. Matthew Yung is a PhD candidate in musicology at the University of Ottawa.

As a founding student member of the Student Executive Committee, Matthew represents student voices in HKCBA by drawing on his experiences of connecting Cantonese and Canadian cultures, students and professionals, and abstract theory with real-world practice.

Devoted to promoting Cantonese culture, Matthew served as the founding president of the University of Ottawa Hong Kong Cultural Association; he was also the editor-in-chief of Ottawa’s Cantonese Chronicle, an annual print magazine that documents Cantonese-related activities at uOttawa.

As a musicologist, he specializes in epistemology, music theory, and cello playing. His dissertation integrates humanities research with artistic practice; his writing—presented at several academic conferences—has been assigned as readings in undergraduate and graduate level courses.  

Matthew has held visiting research positions at Western University and McGill University. He is currently a part-time Professor at University of Ottawa, where he teaches the history of Western music.
